[case CD221, ITB #26-01, ITB #26-07, FDOT #AT673, CDBG PY2025] The City Council approved the Consent Agenda, which included several bid awards and contract items. Specifically, the approval of Amendment No. 1 to Task Authorization No. 3 for Dredging and Marine Consultants, LLC for the Causeway Park South Boat Ramp Project, and the approval of Change Order No. 2 to the Masci General Contractor, Inc. Contract for the St. John's River to Sea Loop Shared-Use Nonmotorized (SUN) Trail Project (CD221). Additionally, the Council approved the intent to award ITB #26-01 Demolition Services for Federally Funded Projects to Reclaim Company, LLC, and ITB #26-07 City Center Sports Complex Expansion to All State Civil Construction, Inc. Approval was also given for Amendment No. 1 to Task Authorization No. 6 to Paul Culver Construction Co., Inc. for Fire Suppression System Modifications at the YMCA. The Council also approved Resolution No. 26-25 for the Fire Suppression System Modifications at the YMCA, Resolution No. 26-26 for waiver of building permit fees, Resolution No. 26-27 to apply for a Volusia ECHO Grant for Willow Run Park Expansion, Resolution No. 26-28 for an FDOT Highway Lighting, Maintenance, and Compensation Agreement, Resolution No. 26-29 amending the CDBG PY2025 Annual Action Plan, and the transfer of Police Department K9 Mila to Officer J. Alevisatos. The Consent Agenda was approved unanimously by roll call vote. The City Council heard a presentation on a proposed property tax cut in Florida. Mayor Scott Stiltner stated his comments were neither in support of nor opposed to the proposal and encouraged interested individuals to view the presentation. He discussed the estimated revenue impact on local governments and noted that the proposal language was approved before local governments had the opportunity to formally raise concerns. The property tax bill will appear on the November ballot. Vice Mayor Tracy Grubbs commented that approximately 58% of residents would be affected by the proposed tax cut, compared to an estimated 38% within the county. The City Council heard an update on Stormwater projects, including the Transform 386 projects (Portona, Sugar Forest, Powers Avenue), and the Sleepy Hollow Project. Updates were also provided on Parks and Recreation Bond Projects, including the City Center Sports Complex and the ECHO grant for the Willow Run Park Expansion, both of which were approved under the consent agenda. Sean Maroney was introduced as the new Public Works Director. [Cypress Head Golf] KemperSports provided an update on the Cypress Head Golf course, including financial performance, maintenance, and recent improvements such as a new golf cart fleet and bunker renovations. The PGA Hope program and hosted tournaments were highlighted. Bids are being obtained for an artificial tee line project. Issues with trespassing and property damage related to fishing and e-bike activity were discussed, with e-bikes identified as the primary source of damage. The Golf Advisory Board reported concerns with pathways between holes 9 and 10, and ongoing issues with fishing and e-bike usage on the course, including an incident on the 11th hole involving an e-bike. The golf course is in excellent condition, and restaurant operations have improved. The Mayor requested the Police Chief investigate these issues. [5968 Shady Creek Lane] The City Council considered an appeal of the Planning Commission's denial of a variance request for 5968 Shady Creek Lane. After hearing from the City Attorney, applicant, and residents (some in opposition, some in favor), the Council voted to uphold the Planning Commission's denial. The Mayor noted that comments must be based on facts, not neighborly relationships. The Vice Mayor commented on code and restrictions regarding corner lots. The motion to uphold the denial carried unanimously by roll call vote. The City Council received updates on committee reports. Vice Mayor Tracy Grubbs provided an update on the Volusia Flagler TPO. Mayor Scott Stiltner had nothing to report from the General Employee's Pension Board as he was unable to attend the meeting.
