Miami-Dade County is seeking to authorize additional expenditure authority for Prequalification Pool No. EVN0000187, which provides dewatering and tank cleaning services for the Water and Sewer Department (WASD). The request is for an additional $12,879,707.00, bringing the total modified cumulative pool amount to $18,896,707.00. This is to address WASD's current and anticipated operational needs, including planned maintenance, emergency repairs for aging infrastructure, increased system demand, and regulatory compliance. The pool was established on October 3, 2023, and modified on a previous date, with a current value of $6,017,000. The pool expires on November 30, 2028. The Infrastructure, Innovation & Technology Committee forwarded this item to the Board of County Commissioners (BCC) with a favorable recommendation on July 15, 2026. The BCC is scheduled to consider this on September 1, 2026. Prequalified vendors include Envirowaste Services Group, Inc., Flotech Environmental, LLC, Merrell Bros., Inc., Synagro South, LLC, and U.S. Submergent Technologies, LLC. Due diligence was conducted, with one exception noted regarding Synagro South, LLC's prior litigation which was resolved via settlement.
