Miami-Dade County Board of County Commissioners (BCC) is considering authorizing an additional $12,879,707.00 in expenditure authority for Prequalification Pool No. EVN0000187, which provides dewatering and tank cleaning services for the Water and Sewer Department (WASD). This would bring the total modified cumulative pool amount to $18,896,707.00. The additional funds are needed to address WASD's current and anticipated operational needs, including planned maintenance, emergency repairs, increased system demand, and regulatory compliance. The pool was established on October 3, 2023, and modified on a previous date, with a five-year term. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on July 15, 2026. The pool is currently valued at $6,017,000.00. The services are critical for maintaining water and wastewater treatment plant structures, tanks, clarifiers, containment units, pipelines, and other facilities. The increased utilization is due to enhanced preventative maintenance efforts and responding to operational emergencies, such as a temporary dewatering system installed at the North District Wastewater Treatment Plant due to failures at the Central District Wastewater Treatment Plant. The funding will also support cleaning of contact basins at the Alexander Orr, Hialeah, and Preston Water Treatment Plants. Prequalified vendors include Envirowaste Services Group, Inc., Flotech Environmental, LLC, Merrell Bros., Inc., Synagro South, LLC, and U.S. Submergent Technologies, LLC. Due diligence was conducted, with a past litigation settlement noted for Synagro South, LLC. The User Access Program and Small Business Enterprise measures may apply to future spot market competitions.
