The City Commission approved a Conditional Use (CU) #26-02 for Z Development Services to construct four one-story buildings totaling 29,760 square feet at 860 West Fairbanks Avenue. The project includes approval for alcohol sales within 300 feet of residential properties and is on property zoned Commercial (C-3). The approval includes conditions related to a community benefit agreement, tree preservation, pond design, and streetscape improvements. The Commission also approved the adoption of Ordinance 3366-26, which amends Chapter 58, Article III, Section 58-79 of the Land Development Code to add a new permitted use for detached single-family dwelling units on Orange County Public School properties within the Public and Quasi-Public (PQP) district, though this item will be reheard due to a lack of a supermajority vote. The Commission approved the first reading of an ordinance to amend and extend the Solid Waste and Recyclables Collection Franchise Agreement with Waste Pro of Florida, Inc. The Nanobubbler Innovation Technology Grant was approved for deploying a nanobubble system and monitoring buoys in city waterways to address harmful algal blooms and improve water quality in Lake Virginia, in partnership with Rollins College and funded by a $2.1 million Florida Department of Environmental Protection Innovation Grant. The El Car Wash Florida, LLC request for Conditional Use approval (CU #26-03) to construct a 3,700 square foot automated car wash facility at 2011 Aloma Avenue and 416 Lander Road was tabled to June 25, 2026. Several RFQ/RFP solicitations and contracts were approved, including pre-qualified contractors for Parks, Natural Resources, Stormwater, and Aquatic Services, and contracts for Brick Paver Maintenance and New Installation. Piggyback contracts were approved for Cathcart Construction Company and Chuck Robinson Concrete & Bob Cat, Inc. Additional contracts approved include amendments for Inspire Placemaking Collective, Inc., GAI Consultants, Inc., Redevelopment Management Associates, Voler Group, LLC, and Air Mechanical & Service Corporation, Climate Control Mechanical Services, and Irvine Mechanical, Inc. for HVAC services. A Golf Course Maintenance & Services Agreement with Down To Earth was also approved. The Commission directed the Historic Preservation Board to review the city’s preservation ordinance and make recommendations for amendments, changes, education, communications, or related updates to further historic preservation. This direction was supported by numerous residents. A work session will be scheduled to discuss the Merrywood property and lot split.
