Resolution authorizing amended and restated County deeds to Building Better Communities of South Florida, Inc., permitting conveyance of three County-owned properties to affiliate Javon Gardens LLC, and granting a two-year extension to July 29, 2028, to obtain final certificates of occupancy for multi-family rental units to be rented to very low-, low-, or moderate-income households. Adopted by the Board of County Commissioners on 7/21/2026. The properties were originally conveyed under Resolution R-440-19 (May 7, 2019) for single-family homes under the Infill Housing Program, then allowed for multi-family rental units under Resolution R-124-24 (February 6, 2024). The extension granted under R-124-24 expires July 29, 2026. Building Better Communities cited uncontrollable delays including completion of surveys and inability to secure financing on its own as justification for the extension and transfer. The transfer is to Javon Gardens LLC, a joint venture between Building Better Communities and Pyramid Construction. The resolution authorizes the County Mayor or designee to enforce the County's reversionary interest or accept a deed back to the County if deed restrictions are not met. Signage identifying the County and district commissioner must be placed on the properties.
