The Miami-Dade Board of County Commissioners adopted Resolution R-675-26 (File Number 260583) on July 21, 2026, authorizing amended and restated County deeds to Building Better Communities of South Florida, Inc., permitting the transfer of three County-owned properties to its affiliate Javon Gardens LLC (a joint venture with Pyramid Construction), and granting a two-year extension to July 29, 2028, to obtain final certificates of occupancy for multi-family rental units to be rented to very low-, low-, or moderate-income households. The properties were originally conveyed for single-family homes under the Infill Housing Program, but a prior resolution (R-124-24) allowed multi-family rental construction. The extension granted under R-124-24 was set to expire on July 29, 2026. Building Better Communities cited uncontrollable delays, including completion of surveys, and its inability to secure financing on its own as justification for the extension and transfer request. The Board also authorized the County Mayor to enforce the County's reversionary interest or accept deeds back to the County if deed restrictions are not met, and directed that signage identifying the County and district commissioner be placed on the properties.
