The Miami-Dade Board of County Commissioners adopted Resolution R-675-26 (File Number 260583) on July 21, 2026, authorizing amended and restated county deeds to Building Better Communities of South Florida, Inc., permitting the conveyance of three previously conveyed county properties to its affiliate Javon Gardens LLC (a joint venture between Building Better Communities and Pyramid Construction), and granting a two-year extension to July 29, 2028, to obtain final certificates of occupancy for multi-family rental units to be rented to very low-, low-, or moderate-income households. The properties are located in County Commission District 9 and bear Folio Nos. 10-7813-050-0380, 30-5032-000-0370, and 30-5032-000-0380. The resolution was introduced on April 2, 2026, forwarded to the Board of County Commissioners with a favorable recommendation by the Housing Committee on June 9, 2026, and adopted on July 21, 2026. The extension granted pursuant to Resolution No. R-124-24 expires on July 29, 2026. Building Better Communities cited uncontrollable delays, including completion of surveys, as justification for the extension, and its inability to secure financing on its own as the basis for the transfer request. The Board desired to grant the extension and permit the transfer in light of the County's extreme need for affordable rental housing. The resolution also authorizes the County Mayor or designee to exercise the County's reversionary interest after due diligence, title searches, and environmental reviews, and to receive a deed conveying any or all of the properties back to the County if Building Better Communities or Javon Gardens LLC fails to comply with deed restrictions. The resolution directs proper signage on the properties identifying the County's name and the name of the district commissioner.
