AMENDMENT TO LAND EXCHANGE AGREEMENT

Resolution approving the First Amendment to a Land Exchange Agreement between Miami-Dade County and the District Board of Trustees of Miami-Dade College. The County conveys 48,456 square feet of land (County Parcel, portion of Folio No. 01-3135-061-0010, located at 1851 NW 9th Avenue, Miami) to the College in exchange for the College conveying 48,102 square feet of land (College Parcel, portion of Folio No. 01-3135-106-0010, located at 1000 Northwest 20th Street, Miami) to the County for use by the Public Health Trust. The amendment removes the closing condition requiring the Public Health Trust to obtain a No Further Action Letter from DERM, modifies the environmental remediation provision, modifies the closing date definition, and adds a post-closing cooperation obligation. The original exchange was approved by Resolution No. R-1098-24 on December 3, 2024, and the Exchange Agreement was effective January 6, 2025. The First Amendment was adopted on July 21, 2026. The Safety and Health Committee forwarded it with a favorable recommendation on July 13, 2026. The purpose is to allow the Public Health Trust to construct parking to support its Emergency Department Expansion Project at the Jackson Memorial Medical Center campus. Public comment: Chairman Gonzalez asked for an update on five acres at Homestead Air Force Base; Mr. Palmer advised no update, the County still held the property, was working to develop it, seeking funds to develop the fire side, and was aware MDSO sought approximately five acres for a K-9 Training Center, with no change in that decision. Chairman Gonzalez requested a meeting with the administration to move the matter forward.
