AMENDMENT TO LAND EXCHANGE AGREEMENT

Resolution approving the First Amendment to a Land Exchange Agreement between Miami-Dade County and the District Board of Trustees of Miami-Dade College. The County conveys 48,102 square feet of land (College Parcel, portion of Folio No. 01-3135-106-0010) to the Public Health Trust, in exchange for the College receiving 48,456 square feet of County-owned land (County Parcel, portion of Folio No. 01-3135-061-0010). The amendment removes the closing condition requiring the Public Health Trust to obtain a No Further Action Letter from DERM, modifies the environmental remediation provision, modifies the closing date definition, and adds a post-closing cooperation obligation. The resolution was adopted on July 21, 2026. The College Parcel address was corrected to 1000 Northwest 20th Street, Miami. The County Parcel is located at 1851 NW 9th Avenue, Miami. The original item was under File No. 261262. The Public Health Trust requires the College Parcel for parking to support its new Emergency Department at Jackson Memorial Medical Center. The Public Health Trust has substantially completed environmental remediation but additional groundwater monitoring time is needed. The Board of County Commissioners adopted the resolution. The Safety and Health Committee forwarded it with a favorable recommendation with committee amendments. Commissioner Keon Hardemon was the prime sponsor. A scrivener's error was corrected to change the College Parcel address. Chairman Gonzalez asked for an update on five acres at Homestead Air Force Base; Mr. Palmer advised there was no update, the County still held the property, was seeking funds to develop the fire side, and was aware MDSO sought approximately five acres for a K-9 Training Center. Chairman Gonzalez requested a meeting with the administration.
