Resolution approving the First Amendment to a Land Exchange Agreement between Miami-Dade County and the District Board of Trustees of Miami-Dade College. The County conveys 48,456 square feet of land (County Parcel, portion of Folio No. 01-3135-061-0010, located at 1851 NW 9th Avenue, Miami) to the College, in exchange for the College conveying 48,102 square feet of land (College Parcel, portion of Folio No. 01-3135-106-0010, located at 1000 Northwest 20th Street, Miami) to the County for use by the Public Health Trust. The amendment removes the closing condition requiring the Public Health Trust to obtain a No Further Action Letter from DERM, modifies the environmental remediation provision, modifies the closing date definition, and adds a post-closing cooperation obligation. The Safety and Health Committee forwarded it with a favorable recommendation on 7/13/2026, with an amendment correcting the College Parcel address to 1000 Northwest 20th Street, Miami. The County Attorney's Office was assigned on 7/17/2026. The Board of County Commissioners adopted it on 7/21/2026. The purpose is to allow the Public Health Trust to construct parking to support its Emergency Department Expansion Project at the Jackson Memorial Medical Center campus. The Public Health Trust has substantially completed environmental remediation but additional groundwater monitoring time is needed. The Public Health Trust has completed and opened the new Emergency Department and requires closing to support it with additional surface parking. Both parcels are in County Commission District 3. The County Parcel is operated by the Public Health Trust. The College Parcel is owned by the College. The amendment also states the parties will continue groundwater monitoring until closing. The Public Health Trust and College will reasonably cooperate post-closing to exchange information on T-Plat approvals and environmental remediation. The Board directs the Associate Vice President of Real Estate Services of the Public Health Trust to monitor compliance. The Board directs the County Mayor or designee to record instruments and provide copies to the Clerk of the Board within 30 days. The Board directs the Clerk to attach and store recorded copies. The document also includes a discussion about five acres at the Homestead Air Force Base, where Chairman Gonzalez asked for an update; Mr. Palmer advised there was no update, the County still held the property, was seeking funds to develop the fire side, and was aware MDSO sought approximately five acres for a K-9 Training Center. Chairman Gonzalez requested a meeting with the administration.
