The design-build contract is with NV2A Central Joint Venture. The original CEI contract was approved on April 4, 2023, pursuant to Resolution No. R-294-23. A prior modification to the design-build contract was approved on December 16, 2025, pursuant to Resolution No. R-1235-25.
