CITY OF HOMESTEAD LICENSE AGREEMENT

Resolution approving a license agreement between Miami-Dade County and the City of Homestead for use of the parking lot at Harris Field Park, 1034 N.E. 8 Street, Homestead, Florida, for the temporary placement and operation of a mobile spay/neuter clinic by the Miami-Dade County Animal Services Department for $1.00 per year. The license term is one year with two one-year options to renew at the option of the City. The resolution was adopted on July 21, 2026. The property is in County Commission District 8, represented by Commissioner Danielle Cohen Higgins. The City is responsible for utility costs including water, sewer, and electricity. The mobile clinic will be open to the public three times per week. The agreement was already adopted by the City Council via Resolution No. R2026-05-98 and approved by the City Manager. The County has no record of negative performance issues with the City of Homestead. Mr. Jacob Achinah, Assistant Director of the Animal Services Department, will monitor the agreement. The mobile clinic will provide sterilization services for County residents and their pets, restarting services previously paused in 2025. The previous trailer deteriorated and was removed. The prior agreement was approved by Resolution No. R-496-15 on June 2, 2015, and renewed by Resolution No. R-1045-21 after expiring on December 12, 2018.
