CITY OF HOMESTEAD LICENSE AGREEMENT

Resolution approving a license agreement between Miami-Dade County and the City of Homestead for use of the parking lot at Harris Field Park, 1034 N.E. 8 Street, Homestead, Florida, for the temporary placement and operation of a mobile spay/neuter clinic by the Miami-Dade County Animal Services Department for $1.00 per year. The license term is one year with two additional one-year options to renew at the option of the City. The agreement authorizes the Animal Services Department to restart spay/neuter services previously paused in 2025. The resolution was adopted on July 21, 2026. The property is in County Commission District 8. The City will be responsible for utility costs including water, sewer, and electricity. The mobile clinic will be open to the public three times per week. The agreement was already adopted by the City Council, Resolution No. R2026-05-98. The County has no record of negative performance issues with the City of Homestead. Mr. Jacob Achinah, Assistant Director of the Animal Services Department, will monitor the agreement.
