Miami-Dade County is creating Chapter 31, Article VIII of the Code of Miami-Dade County, Florida, to regulate the operation of personal delivery devices and mobile carriers. The ordinance, titled 'DELIVERY ROBOT SYSTEMS', was adopted on first reading by the Board of County Commissioners on July 21, 2026, and was set for a public hearing before the Transportation Committee on September 9, 2026. It establishes requirements for permits, device enhancements (lights, reflectors, audible alerts, braking, obstacle detection, identification, geofencing, automatic stop), display of QR codes, rules of operation (speed limits, yielding to pedestrians), prohibited activities (operation in school zones during enforcement times, unauthorized staging/storage, obstruction of travel, prolonged idling, parking in crosswalks or on ADA pads, impeding access to facilities), registration, insurance ($100,000 general liability), monitoring, and incident reporting. Penalties for violations include civil fines ranging from $250 to $500. Municipalities may establish their own, potentially more or less stringent, regulations.
