The lease is subject to conditions precedent, including approval from MDAD's traffic engineers, consulting engineers, and the Federal Aviation Administration. The resolution also directs the County Mayor to provide an executed copy of the lease to the Property Appraiser's Office within 30 days of execution. The Aviation and Seaport Committee forwarded the item with a favorable recommendation on June 8, 2026, with an amendment adding 'whereas' clauses about RER's dedicated permitting staff and expedited permit review. The project is in District 11, represented by Commissioner Roberto J. Gonzalez, who sponsored the resolution. CR Aviation will create approximately 225 temporary jobs and 25 permanent jobs, and will establish an Apprenticeship Readiness Pipeline with George T. Baker Aviation Technical College. The project will be completed in two phases: Phase 1 (demolition of Building 109B, site work, and hangar foundation) within 18 months of execution, and Phase 2 (demolition of Buildings 109 and 109A, hangar construction and build-out) within 36 months of execution. The land was valued at $2,600,000.00. CR Aviation will pay $156,904.72 in annual pre-construction rent, and $91,170.00 in annual post-construction rent, subject to annual escalations. The resolution includes provisions for small business enterprise, Art in Public Places, Little Davis-Bacon, Responsible Wages, Residents First, and Employ Miami-Dade programs. The project is subject to noise mitigation coordination with the FAA, the County, and MDAD's Noise Abatement Advisory Board. The County will have ownership of all improvements upon completion. The item was introduced on July 7, 2026, and the final action was on July 21, 2026.
