Miami-Dade County Board of County Commissioners adopted Resolution R-610-26 (File No. 261252) on 7/21/2026, approving a 25-year Development Lease Agreement with one 5-year renewal option between the County and MQ TMB Holdings, LLC for a 310,026 square foot parcel at Miami Executive Airport (TMB). The project is a two-phase development of aviation hangar facilities, a fixed-based operator (FBO) terminal, taxi lane, and ancillary infrastructure, with a minimum investment of $7,000,000.00 and an estimated $6,372,695.00 in projected revenue to the County over the initial term. The resolution directs the County Mayor to seek approval from traffic and consulting engineers and the Federal Aviation Administration (FAA) as conditions precedent. The item was introduced 7/7/2026, amended and forwarded with a favorable recommendation by the Aviation and Seaport Committee on 6/8/2026, and adopted by the Board on 7/21/2026. The development site is located north of the entrance road at SW 128 Street and east of SW 138 Avenue. The project is expected to create over 60 temporary construction jobs and more than 30 permanent jobs. MQ TMB will provide a Community Benefit through private agreements with George T. Baker Aviation Technical College, donating per gallon of fuel sold. MQ TMB agrees to work with the FAA, County, and MDAD's Noise Abatement Advisory Board to minimize noise impacts. The lease includes provisions for small business enterprise, Art in Public Places, Little Davis-Bacon Ordinance, Responsible Wages Ordinance, Residents First Training and Employment Program, and Employ Miami-Dade. The County will own all improvements upon completion. Land rent is $0.37 per square foot, totaling $9,559.14 per month. Improvement rent starts in year 6 at 1% of the minimum investment, increasing to 1.5% in year 12, and 2% in year 21. The DLA includes a 180-day Due Diligence Period. Phase 1 includes one 30,000 SF hangar and one 15,000 SF hangar, with construction completion within 36 months. Phase 2 includes one 30,000 SF hangar/building and one FBO terminal, with construction completion within 60 months.
