Miami-Dade County Board of County Commissioners adopted Resolution R-587-26 (File Number 261117) on July 21, 2026, ratifying Emergency Contract No. E-10684 for Electrical Infrastructure Oversight and Maintenance Service to Solares Electrical Services, Inc. in the amount of $358,256.00 for the People and Internal Operations Department. The contract is for oversight and monitoring of electrical systems at the Lightspeed Facility, which houses the County's 911 call center, 311 operations, the Real Time Crime Center, and CITD servers. The emergency contract was executed after a construction incident on April 25, 2025, by Suffolk Construction Company, Inc., the contractor on the adjacent Integrated Command and Communications Center project, compromised the electrical systems. Solares was already on site under a separate contract and was engaged on an emergency basis to provide around-the-clock monitoring and management of electrical systems and controls. Funding is from General Funds FY 2025-26 Adopted Budget. The contract manager is Eddy Etienne. The vendor, Solares Electrical Services, Inc., is a Small Business Enterprise with a principal address of 2801 NW 112 Ave, Doral, FL, and 89% of its employees reside in Miami-Dade County. Due diligence found no adverse findings. The two percent User Access Program applies; Small Business Enterprise measures, Local Preference, and Living Wage Ordinance do not apply.
