Ordinance amending Section 24-34 of the Code of Miami-Dade County, Florida, to establish a loan program for environmental remediation using utility service fee monies. The program is limited to County-owned properties (including those under long-term lease) or properties that were County-owned prior to January 1, 2025. Properties must be 10 acres or larger. Loans are for drinking water supply protection benefiting the Miami-Dade Water and Sewer Department. Loans to non-County entities: zero percent interest, repayment begins in year six at 1% of principal annually, balance due within 35 years, secured by a second priority lien and mortgage. Loans to County departments: no interest, repayment within 35 years, set forth in an interdepartmental memorandum. The Loan Fund is funded by legally available unencumbered utility service fee monies, with at least 20% of the Fund Balance and Annual Collection remaining unavailable.
