Miami-Dade County Board of County Commissioners adopted Resolution R-635-26 (File Number 260914) on 7/21/2026, approving a standard form Memorandum of Understanding (MOU) between Miami-Dade County and requesting municipalities for the provision of debris removal, staging and reduction, long-range hauling, and monitoring services. The MOU is countywide in scope and is effective only during hurricane season or until the municipality has met all financial obligations. The requesting municipality will compensate the County for work executed. The MOU was introduced on 5/19/2026, assigned to County Attorney on 5/20/2026, forwarded to the Board with a favorable recommendation by the Intergovernmental and Economic Impact Committee on 6/10/2026, and adopted on 7/21/2026. The Department of Solid Waste Management (DSWM) manages the program, with three pre-established competitively bid emergency contracts. The MOU was requested by North Bay Village in February 2025, following similar agreements after Hurricane Irma in 2017 with North Bay Village, City of South Miami, and Town of Medley.
