HURRICANE RECOVERY SERVICES MOU
Board of County Commissioners · 2026-07-21 · resolution
Miami-Dade County Board of County Commissioners adopted Resolution R-635-26 (File Number 260914) on July 21, 2026, approving a standard form Memorandum of Understanding (MOU) between Miami-Dade County and requesting municipalities for the provision of debris removal, staging and reduction, long-range hauling, and monitoring services. The MOU is countywide in scope and allows the Department of Solid Waste Management to include requesting municipalities in the Debris Removal Program for hurricane clean-up and recovery. The requesting municipality will compensate the County for work executed at the applicable rate established for each contract at the time of the storm event. The MOU is in effect only during hurricane season or until the municipality has met all financial obligations to the County. The item was introduced on May 19, 2026, forwarded to the Board with a favorable recommendation by the Intergovernmental and Economic Impact Committee on June 10, 2026, and adopted on July 21, 2026. The County Mayor or designee is authorized to execute the MOU after review and approval by the County Attorney. The MOU is based on a prior agreement used after Hurricane Irma in 2017 with North Bay Village, City of South Miami, and Town of Medley. In February 2025, the City Manager of North Bay Village requested similar future services. The Department has three pre-established competitively bid emergency contracts covering debris removal monitoring, emergency debris removal, and temporary debris staging, reduction, hauling, and disposal. The MOU will be managed by Bolanle Shorunke-Jean, Assistant Director, Financial Services, DSWM Chief Financial Officer. Sponsor: Natalie Milian Orbis; Co-Sponsor: Vicki L. Lopez. Requester: Solid Waste Management Department. No public comment or stakeholder sentiment is stated in the document.
