Miami-Dade County Commission adopted a resolution directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site. This action follows the rejection of all proposals received under a prior solicitation (RFP No. EVN0019329) because they were deemed non-responsive. The new solicitation will likely focus only on the South Dade Landfill site, as the North Dade Landfill was found not to be a viable or financially sustainable location for such a facility. The estimated cost for a developer to design and build each facility was over $30,000,000. The County intends to seek feedback from the market before issuing a new solicitation. If a bid waiver is not filed, the County Mayor or designee must report to the Board by September 1, 2026, explaining why.
