LANDFILL GAS CONVERSION

Board of County Commissioners · 2026-07-21 · resolution

The Board of County Commissioners adopted Resolution R-656-26 (File Number 261339) directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site, subject to filing a waiver of formal bid procedures, and to bring the negotiated contract back to the Board for approval. The resolution was adopted on July 21, 2026. The original staff recommendation to reject all proposals under RFP No. EVN0019329 was amended by the Policy Council on July 13, 2026. The South Dade Landfill is located at 23707 SW 97th Avenue, Homestead, FL. The North Dade Landfill is located at 21500 NW 47th Avenue, Miami, FL. The project involves design, construction, financing, operation, and maintenance of a landfill gas conversion facility to produce Renewable Natural Gas (RNG). The estimated cost to the developer to design and build each facility was over $30,000,000. Five proposals were received under the original RFP, all deemed non-responsive by the County Attorney's Office on December 29, 2025. The new solicitation will likely be issued for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. If the bid waiver is not filed, the County Mayor must provide a report to the Board by September 1, 2026. The vendors not recommended for award were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc. The document does not state any public comment or stakeholder sentiment.
