The Board of County Commissioners adopted Resolution R-656-26 (File Number 261339) directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site, subject to filing a waiver of formal bid procedures, and to bring the negotiated contract back to the Board for approval. The original recommendation to reject all proposals under RFP No. EVN0019329 was amended. The South Dade Landfill is located at 23707 SW 97th Avenue, Homestead, FL. The North Dade Landfill is located at 21500 NW 47th Avenue, Miami, FL. The project involves design, construction, financing, operation, and maintenance of a landfill gas conversion facility producing Renewable Natural Gas (RNG). The cost to the developer to design and build each facility was estimated to be over $30,000,000. The new solicitation will likely be issued for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. Five proposals were received and all were deemed non-responsive by the County Attorney's Office. The resolution was adopted on July 21, 2026. If the bid waiver is not filed, the County Mayor must provide a report by September 1, 2026.
