The Board of County Commissioners adopted Resolution R-656-26 (File No. 261339) directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site, subject to filing a waiver of formal bid procedures, and to bring the negotiated contract back to the Board for approval. This action was taken in lieu of the County Mayor's recommendation to reject all proposals received under RFP No. EVN0019329 for the Landfill Gas Conversion Project, which covered both the South Dade and North Dade Landfill sites. All five proposals received under the RFP were deemed non-responsive by the County Attorney's Office. The new solicitation will likely be issued for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The resolution also directs that if the bid waiver is not filed, the County Mayor must provide a report to the Board by September 1, 2026, explaining why. The item was adopted on July 21, 2026, after being forwarded from the Policy Council on July 20, 2026, with a favorable recommendation and committee amendments. The Policy Council had amended the item on July 13, 2026, to reject the County Mayor's recommendation to reject all proposals and instead direct negotiation of a non-competitive contract.
