Miami-Dade County Board of County Commissioners ratified an emergency contract (E-10663) with Insight Public Sector, Inc. for Microsoft licenses and subscription services for the Miami-Dade Public Library System (MDPLS). The contract is valued at $1,700,000 for a three-year term, expiring January 14, 2029. The emergency was declared due to Microsoft's transition from its Educational Licensing Program to its Nonprofit Licensing Program, which required MDPLS to adopt a new licensing structure. This transition presented challenges with evolving requirements, unclear guidance, and Microsoft's refusal to accept certain state-mandated provisions, preventing a timely competitive award. Peer institutions nationwide reported similar difficulties. The contract was ratified to ensure continuity of public access to technology, core services, and online resources, as well as to maintain essential cybersecurity and data protection capabilities. The User Access Program applies, but Small Business Enterprise measures, Local Preference, and Living Wage Ordinance do not.
