The Miami-Dade Board of County Commissioners adopted Resolution R-653-26 (File Number 260889) on July 21, 2026, authorizing a five-year extension with $184,000,000 in additional expenditure authority for Prequalification Pool No. FB-01645P, Rail/Mover Parts and Services, for the Department of Transportation and Public Works. The total modified cumulative pool amount is $297,621,000. The pool was originally established on October 5, 2021 via Resolution No. R-896-21. The pool expires on October 31, 2031. Any contract award under the pool exceeding $5,000,000 must be ratified by the Board. The pool has 37 active pre-qualified vendors, including 11 with local addresses and two certified Small Business Enterprise firms. The extension allows continued purchasing of equipment, components, parts, and maintenance services for the Metrorail and Metromover systems. The Transportation Committee forwarded the item to the Board with a favorable recommendation on June 9, 2026. The item was introduced on May 18, 2026. The pool is open to new vendors. The fiscal impact is funded by DTPW Operating / Federal Funds, FY 2025-26 Adopted Budget, Volume 2, Page 132, Other Operating. The existing cumulative allocation was $113,621,000. The requested additional allocation is $184,000,000. The pool will remain open, allowing new vendors that meet prequalification criteria to be added on a continuous basis. Outreach efforts were conducted via a Request for Information (RFI) issued through the County's INFORMS platform, distributed to 120 vendors. The RFI expanded the pool beyond Original Equipment Manufacturer (OEM) parts to include aftermarket parts. Two vendors were added as a result of outreach. Due diligence was performed on all prequalified vendors with no adverse findings. The pool is meeting DTPW's needs with healthy vendor participation. The pool requirements are not anticipated to change. The Living Wage Ordinance does not apply. The two percent User Access Program applies where permitted by funding source. Small Business Enterprise measures and Local Preference will apply at time of spot market competition where permitted by funding source.
