Resolution ratifying Change Order No. 1 to Contract No. S-930B between Miami-Dade County and Daniel O'Connell's Sons, Inc. for construction of ST-2D-B South District Wastewater Treatment Plant (SDWWTP) Substations 5/6 and 15/16. The Notice to Proceed was issued on May 2, 2022. The project is located at WASD's SDWWTP in Commission District 8, represented by Commissioner Danielle Cohen Higgins. The resolution was adopted by the Board of County Commissioners on July 21, 2026. The delays were due to electrical equipment fabrication and delivery delays (415-calendar days) and low voltage wire pulls delay (207-calendar days) requiring shutdown of Headworks Building No. 1. The contract had an 11.85 percent Small Business Enterprise (SBE) - Construction goal and a one percent SBE - Goods goal. Resolution No. R-525-17 exempted non-compensatory time extensions from the SBE compliance requirement.
