SAME DAY PERMIT PROGRAM

Ordinance creating Section 8-9 of the Code of Miami-Dade County, Florida, requiring the County Mayor or designee to develop and implement a same-day permitting program for certain permit applications for certain residential projects, with reports every six months. The program covers minor residential projects including fences up to six feet, gates, stairs and railings, driveways and pavers, trusses, pools, windows, doors, shutters, skylights, garage doors, roofing and re-roofing, kitchen or bathroom remodels, interior or partial demolition, prefabricated sheds, minor non-structural repairs, and mechanical, electrical, and plumbing repair permits. Excluded are projects requiring structural review, properties in historic districts, properties with open code enforcement cases, and projects to legalize existing violations. Applicants must electronically submit documents and plans prior to an in-person or virtual meeting, with same-day review and approval as appropriate. The program is implemented through an implementing order approved by the Board. Reports every six months must detail total applications, same-day approvals, non-same-day approvals, and reasons for delays. For applications not approved on the same day, if delay factors were caused by the reviewing department, the building permit fee shall be reduced by 10 percent per business day per Florida Statutes section 553.792(1)(e). Effective ten days after enactment unless vetoed. No specific project site, address, parcel, acreage, or dollar amount is stated.
