SAME DAY PERMIT PROGRAM

Board of County Commissioners · 2026-07-21 · ordinance

The document is an ordinance creating Section 8-9 of the Code of Miami-Dade County, Florida, requiring the County Mayor or designee to develop and implement a same-day permitting program for certain permit applications for certain residential projects, with reports every six months. The ordinance was introduced on 7/14/2026, adopted on 7/21/2026, and has an effective date ten days after enactment unless vetoed. The program applies to eligible minor residential projects including fences six feet or less, gates, stairs and railings, driveways and pavers, trusses, pools, windows, doors, shutters, skylights, garage doors, roofing and re-roofing, kitchen or bathroom remodels, interior or partial demolition, prefabricated sheds, minor non-structural repairs, and mechanical, electrical, and plumbing repair permits. Projects requiring structural review, properties within historic districts, properties with open code enforcement cases, and projects to legalize existing violations are not eligible. The program requires electronic submission of documents and plans prior to an in-person or virtual meeting with permitting staff, where same-day review and approval may occur. Applicants may choose not to have a meeting and still receive same-day review and approval. The County Mayor or designee must submit written reports every six months to the Board of County Commissioners detailing the total number of same-day permit applications submitted, approved on the same day, not approved on the same day, and explanations for delays. If delays are caused by the reviewing department rather than the applicant, the building permit fee shall be reduced by 10 percent per business day in accordance with section 553.792(1)(e), Florida Statutes. The ordinance was sponsored by Anthony Rodriguez, with co-sponsors Marleine Bastien, Sen. Rene Garcia, Vicki L. Lopez, and Micky Steinberg. The Board of County Commissioners adopted the ordinance on 7/21/2026, with a report that Commissioners Bastien and Steinberg asked to be listed as co-sponsors. The Policy Council forwarded the item to the Board of County Commissioners with a favorable recommendation with committee amendments following public hearing on 7/13/2026. The ordinance was forwarded to the County Attorney on 7/14/2026. No specific street address, parcel, acreage, or case number for a specific project is stated.
