Ordinance adopted by Miami-Dade County Board of County Commissioners re-creating Section 2-98.3 of the Code of Miami-Dade County to regulate operation of micromobility devices, electric bicycles, and motorized scooters on rights-of-way in incorporated and unincorporated areas. Applicability is limited to Crandon Boulevard between the northern limits of the Village of Key Biscayne to the northern entrance of Bill Baggs Cape Florida State Park, upon the municipality entering into an interlocal agreement. The ordinance includes definitions, operational rules (max speed 20 mph, no sidewalk operation except parking, bike lane or 30 mph or less streets), parking restrictions, municipal enforcement mechanism, and civil penalties of $250 for first offense and $500 for second or subsequent offense. Ordinance sunsets 2 years from effective date. No specific project site, size, or applicant beyond the ordinance itself.
