To receive payment, invoices for subcontracted work must include a copy of the competitive procurement process, such as an Invitation to Bid or Request for Proposals. The Grantee can ask for approval to use other procurement methods, but this requires a detailed budget and scope of services. Once the price is set, the Grantee can finalize the subcontract.
