Miami-Dade County Commission adopted Resolution R-642-26, authorizing a non-competitive designated purchase for Transit Performance Analysis Software (Contract No. BW-10026) provided exclusively by Swiftly, Inc. This extends the contract by five years, through August 31, 2031, and adds $5,307,410 in expenditure authority, bringing the total modified contract value to $10,031,578. The software is critical for the Department of Transportation and Public Works (DTPW) for real-time transit analytics and operational data across all transit modes. This extension is necessary to ensure continuity of services while DTPW procures and implements a replacement for its aging Transit Computer Aided Dispatch and Automated Vehicle Locator (CAD/AVL) system, which is expected to incorporate the software's functionality. A Request to Advertise for the new system is anticipated in late 2026. Competition is not practicable due to the proprietary nature of the software and the significant time and resources required for an interim alternative. The County Mayor or designee is authorized to execute Supplemental Agreement No. 4. The item was adopted by a two-thirds vote.
